A list exported from a system looks wrong only in its Japanese text when opened in Excel. It can be hard to know where to start.

CSV text may become garbled when the encoding used to save it does not match the reader’s settings. If only the display is wrong, changing the import method may help.

Keep the original first and check import settings. This article proceeds from checking display in Excel to converting encodings for a destination system.

Keep a garbled CSV without overwriting it

Do not continue saving unreadable text

If a CSV opens with garbled text, do not edit and overwrite it. Keep the original and work on a copy so that you can retry with different settings.

If you already saved over it, check whether you can retrieve the original CSV from the email attachment or download source.

Display problems differ from lost characters

If import settings alone are wrong, the original data may remain intact. If original characters were replaced with question marks or other characters and saved, changing the encoding alone cannot restore them.

Seeing question marks on screen does not immediately prove recovery is impossible. First reopen an unedited original with the correct settings.

Why does Japanese text in CSV files become garbled?

Character encodings are rules for representing Japanese and other text as data. If the saving and reading rules do not match, the same data may display as different characters.

For example, reading a UTF-8 CSV using another encoding may garble Japanese text. The same .csv extension does not mean the encoding is also the same.

Here are names commonly encountered when working with CSV files.

Encoding name

What to know

UTF-8

Supports many languages. The destination may specify whether a BOM is required.

UTF-8 with BOM

Includes a marker at the beginning that helps identify the encoding.

Shift_JIS

An encoding commonly seen in Japanese CSV files and business system specifications.

Windows-31J・CP932

Closely related to Shift_JIS, but its supported characters are not exactly the same.

You do not need to memorize everything.Check what the source uses and what the destination requires. That makes settings easier to choose.

What to check when text is garbled

1. Check where the CSV was created

Review settings or documentation for the exporting system. Look for choices such as UTF-8 or Shift_JIS on CSV export or download screens.

For files from a business contact, ask which system and encoding were used. Use source information rather than judging by filenames or appearance.

2. Identify when the text becomes garbled

If garbling occurs only in Excel, check its import settings. If correct settings display the file properly, conversion may be unnecessary.

If it occurs when importing into a business system, check that system’s required encoding. Requirements may specify details such as UTF-8 without BOM or Windows-31J.

Distinguish changing display settings from converting a file for another system. This makes troubleshooting clearer.

3. Check problems other than encoding

An unusual CSV display is not always caused by an encoding problem.

If all data appears in one column, check the delimiter.

If product codes lose leading zeros, check whether they are being imported as numbers.

If reference numbers become dates, check import data types.

If only some names or symbols change, check whether the encoding supports them.

Changing encoding does not fix column splitting or automatic numeric conversion. Check according to the symptom.

If Excel garbles text, change the import method

Use From Text/CSV

If double-clicking a CSV garbles its text, try Excel’s data import feature.

Here is a general Power Query workflow in Excel for Windows. Menu names and locations vary by version and environment.

Open a blank workbook in Excel.

On the Data tab, choose From Text/CSV. It may be under Get Data > From File.

Select the CSV to check.

Review encoding settings, such as File Origin, and the delimiter on the import screen.

Check Japanese text and column boundaries in the preview, set required data types and load the data.

Microsoft also recommends saving UTF-8 CSV files with a BOM or using data import features to open them. See Microsoft’s official explanation for the procedure.

Check numbers and dates even when Japanese text is readable

After Japanese text displays correctly, check product codes and reference numbers. Import columns as text where leading zeros or long numbers must be preserved.

If zeros are already lost or numbers altered, changing the display format afterward may not restore them. Return to the original CSV and review import settings, including automatic type conversion.

To view or edit a CSV as a table, consider JIM-JIN’s CSV Editor. It allows rereading with specified encodings and delimiters and treats cells as text, useful for editing identifiers without converting them to numbers.

Steps when encoding conversion is necessary

Convert when the destination specifies an encoding or several files need the same encoding. Here is how to use JIM-JIN’s Character Encoding Converter for this task.

Step 1. Check input and output encodings

First distinguish these two settings.

Input encoding: the encoding used to read the original file.

Output encoding: the encoding used to save the converted file.

For a CSV exported as Windows-31J and imported into a system requiring UTF-8, choose Windows-31J/CP932 for input and the required UTF-8 variant for output. Match BOM settings to the destination too.

Changing only the output while the input is wrong will not give the intended conversion. The original must first be read correctly.

Step 2. Select CSV files and review detection results

Add CSV files and check each file’s input encoding and detected result. If Needs review appears, investigate source settings and confirm or change the input encoding.

Encodings cannot always be identified uniquely. Compare automatic detection with the original export settings rather than relying on it alone.

This tool does not provide an ordinary content preview. Reviewing detection and reading the converted text afterward are separate steps.

Step 3. Choose the required output encoding

Choose the destination in Output encoding for all files. When several files are added, the setting applies to all of them.

For opening in Excel, UTF-8 with BOM is an option. If a business system requires no BOM, choose that instead.

Even a Recommended setting is not suitable for every destination.Prioritize the destination’s requirements. That is the basic rule.

Step 4. Save results and check them at the destination

Converted files are delivered in a ZIP. Save and extract it, then check the CSV files in the actual destination application or system.

Japanese product names, addresses and personal names are readable.

Symbols and special characters are as intended.

Row and column counts and headings match the original.

Leading zeros and long numbers are preserved.

The destination imports without errors.

This tool changes encodings; it does not reorganize CSV delimiters or column structures. If columns remain misaligned, check other settings.

The public page states that file contents are processed only in the browser and are not sent to or saved on the server. Check company rules for business data and save needed results before closing the page.

What to check if conversion does not fix it

Have original characters been lost?

If original characters were replaced with question marks and saved, changing encoding cannot identify them. Retrieve an unedited file or ask the source to export it again.

Are there characters unsupported by the output encoding?

Supported character ranges vary by encoding. If names or symbols cannot be converted, do not replace them arbitrarily. Check encodings and procedures supported by the destination.

Is the input encoding incorrect?

Before continually changing output settings, review the input encoding. Do not always treat Shift_JIS and Windows-31J/CP932 as identical; check the original specification.

JIM-JIN’s Character Encoding Converter does not create a ZIP if even one file fails conversion. Check the reason and review that file’s input, output and original data.

Common questions about garbled CSV text

Does converting to UTF-8 always fix it?

No. The original must be read with the correct encoding and the destination must support UTF-8. Already lost characters cannot be recovered by conversion.

Should I include a BOM?

UTF-8 with BOM may help when opening directly in Excel. Business systems may specify BOM presence or absence, so follow their requirements.

Can changing .csv in the filename fix it?

Changing the extension does not change the encoding. Change import settings or convert the encoding where necessary.

Read correctly and save in the destination’s required encoding

If a CSV is garbled, keep the original and start by checking the source and import settings. Changing Excel’s import method alone may resolve it.

If conversion is needed, specify the correct input encoding and a suitable output encoding. Check identifiers, rows and columns as well as Japanese text afterward before continuing your work.

A CSV from a business contact opens with unreadable product names and addresses.
